1 · Concept overview
Circular infrastructure is the proposition that a bridge, a building or a length of track can be taken apart at the end of its service and its parts put back to work, rather than crushed into fill and replaced from a quarry and a blast furnace. Established The field orders its moves by how much of the original investment survives the operation. Reuse puts a component back in service doing the same job, and retains the material, the shape, and the energy spent on shaping. Remanufacture restores a component to a defined specification, retaining the material and most of the shape. Recycling melts or crushes the object, destroys the shape, and returns a material that may or may not be as good as the one that went in. Established The distinction between component-level and material-level end-of-life management is a formal one in the literature and not a rhetorical one.
Established The three materials that make up almost all of the built environment by mass pose three different problems, and treating them as one problem is the most common analytical error in the subject. Concrete's emissions are argued to be chemical rather than energetic, which would make it immune to a clean grid in a way steel is not. Steel and aluminium are argued to be limited by how much scrap exists rather than by any deficiency in the furnaces — a constraint set by what was built decades ago, which no recycler can alter. Frontier Neither proposition could be verified with a number in the research behind this brief, and both are stated here as propositions with their evidence status attached.
Frontier The finding this brief is built around is that the binding constraint on infrastructure reuse is administrative. Everything upstream of it — reversible connections, machine-readable component identity, forecasting when a building will come down — is engineering that is either solved or solvable. Everything downstream — price, displacement of new production, whether a lender will book residual value — is contingent on one thing: whether a recovered structural member can be legally re-certified to carry load. Speculative And underneath that sits the exotic problem, which is that infrastructure is commissioned with a design life longer than the institutions that commission it, so the party who would collect the residual value does not exist yet and cannot be asked to pay for it now.
2 · Current scientific position
Established The material problem of infrastructure is a stock problem before it is a waste problem. The sociometabolic assessment that established the modern baseline found, for 2005, that roughly 4 gigatonnes a year of waste materials were recycled against 62 Gt/yr of processed materials and 41 Gt/yr of outputs; that 44 per cent of processed materials were used to provide energy and were therefore, in the paper's own words, unavailable for recycling; and that socioeconomic stocks were growing at 17 Gt/yr in net additions — Haas, Krausmann, Wiedenhofer and Heinz, Journal of Industrial Ecology, 2015. Established The publisher-deposited abstract was read in the research behind this brief; the full text was not obtainable, and no figure appears here that was not in the abstract. Established The stock-growth term is the one this brief turns on. Material that is being built into buildings, roads and machines is not available at end of life because it has not reached end of life, and a system still accumulating stock cannot be supplied from its own arisings by arithmetic rather than by policy failure. Frontier The much-quoted headline circularity percentage and the roughly threefold correction to it belong to the sibling brief Industrial Ecology, which carries that argument in full; what matters here is the narrower point that the same authors conclude output-side strategies are limited, which is an argument for keeping components rather than for recovering materials.
Established Component-level recovery and material-level recycling are different interventions and the literature separates them. Diener and Tillman's 2015 paper in Resources, Conservation and Recycling treats component end-of-life management — remanufacturing and functional recycling — as a category distinct from material recycling; the bibliographic record was verified in the research behind this brief and the text was not read, so nothing is asserted here about its findings. Speculative The argument for why the distinction matters is nevertheless straightforward and is made here rather than cited: a rolled steel section embodies the energy of reduction, of casting, of rolling to a profile, of cutting, drilling and coating. Speculative Melting it recovers the iron and destroys everything after reduction. Speculative Reuse retains all of it, which is why the value-retention ordering is not an aesthetic preference. Frontier The magnitude of that shaping increment, per tonne, per section type, is the number that would let anyone price the difference, and it was not obtainable in this pass.
Frontier Construction and demolition waste is routinely described as the largest solid waste stream in industrial economies, and this brief prints no tonnage for it. Every candidate source for arisings by jurisdiction sat behind a government or agency domain that the research channel could not open, and the briefing under which this brief was written forbids reproducing a remembered figure with a hedge attached. Established What can be said with a verified record behind it is that construction waste circularity is treated as a distinct problem with its own literature — Lu, Circular Economy for the Built Environment, 2024, record verified, text not read. Frontier What can be said from reasoning rather than measurement is what downcycling means in this specific stream, and it is worth stating precisely because the phrase is used loosely. Frontier Crushed concrete substituting for virgin aggregate replaces gravel: a low-value, low-embodied-emissions material won by digging. Frontier The cement, which is where essentially all of the embodied emissions of a concrete structure sit, is not recovered by crushing. Speculative A jurisdiction can therefore report a high mass-based C and D recovery rate that is nearly uncorrelated with avoided emissions, and the honest quantitative form of the downcycling critique is not the recovery rate at all but the fraction of recovered demolition mass that displaces clinker rather than gravel. Speculative That fraction is believed to be very small and this brief could not source it.
Frontier Concrete is the case where circularity is most likely to be beside the point, and the reason is chemistry. The proposition is that a large share of cement's carbon dioxide comes from calcination — the thermal decomposition of limestone, which releases carbon dioxide as a reaction product rather than as a consequence of the fuel — and is therefore untouched by decarbonising the kiln's energy supply. Speculative If that is right, concrete is structurally unlike steel: a zero-carbon energy system does not fix it, and no amount of circularity in aggregates touches the irreducible core. Handwave The research behind this brief could not reach a single source establishing the process-versus-energy split, and it is recorded in the pack as the most consequential unverified proposition in the whole cluster. Established This brief therefore states the proposition, states its consequence, states that it is unverified here, and prints no split figure — which is a more useful sentence than a remembered percentage would have been, because a reader can act on knowing that the number is the pivot.
Frontier Steel and aluminium fail circularity for a reason that has nothing to do with recycling technology. The hypothesis, which the research behind this brief was able to verify as a mechanism but not to quantify, is that secondary metal production is capped not by furnace capacity or by sorting equipment but by how much scrap exists — a quantity fixed by what was built twenty to sixty years ago and by how fast stock has grown since. Established With in-use stocks growing at 17 Gt/yr globally, arisings structurally lag demand, and the age distribution of the installed stock is the binding variable. Frontier Nothing a recycler does changes an age distribution. Frontier The metal-specific numbers — scrap arisings against demand, by metal, by decade — were not obtainable: every candidate source sat with a commercial publisher. Frontier What is on the record is that copper's end-of-life recycling has published limits treated as diagnostic for metals generally (Born and Ciftci, 2024, record verified, text not read), that whole-economy metals accounting exists as a substrate for the question (Nuss, Ohno, Chen and Graedel, 2019, likewise), and that secondary steelmaking has its own residue stream in electric arc furnace dust, which has a technology status literature of its own (Zunkel, 2013, record verified). Speculative Aluminium carries an additional mechanism this brief could not source: alloying elements accumulate through the loop, so mixed scrap tends to fall to the alloy families most tolerant of contamination, which is downcycling by chemistry rather than by handling.
Frontier The obstacle to structural reuse is not that a recovered beam is weak. It is that nobody can issue the document. Speculative A structural member's fitness is normally established by a paper chain that begins at the mill: a heat number, a mill certificate, a declared grade, and a chain of custody through fabrication and erection. Speculative Demolition breaks that chain, and a member that arrives in a yard with no traceable identity has to have its properties re-established rather than transferred — by sampling, by testing, by an engineer willing to sign. Frontier The research behind this brief could not obtain a re-certification pathway document for any component class, in any jurisdiction. Speculative That absence should be read carefully: it is consistent with no pathway existing, and it is equally consistent with pathways existing in national annexes and certifier practice notes that the research channel simply could not reach. Frontier What can be said without ambiguity is that no reachable source establishes one, that the pack identified this as the binding link on structural grounds rather than on documentary grounds, and that the whole downstream economics is hostage to it. Established A component with no re-certification route has no market above scrap; with no market above scrap, no cost premium for reversible connections can ever be justified, and no lender books a residual value.
Established A recovered material can be counted at four different points and the four numbers are not the same number. The chain runs: material collected, material sorted and accepted, material actually reprocessed, and reprocessed material that displaces virgin production. Established There are losses at every arrow. Frontier The definitional framing for these rate types exists as a handbook chapter — Graedel and Reck, Recycling in Context, 2014, record verified, text not read. Established What the research behind this brief did verify, from the 2015 sociometabolic assessment, is the structural precondition that makes the distinction matter: European end-of-life recycling rates are higher than the world's while overall circularity remains low, so the two quantities demonstrably move independently. Frontier What it could not verify is a specific documented instance of a collection rate being published or read as a recycling rate. Frontier That instance was the predicted correction for this cluster and it is not asserted here, because every material-specific rate sat behind a blocked publisher or agency domain. Established The distinction is stated as a conceptual hazard that a reader should apply to whatever statistic is in front of them, and the honest position is that this pass named the hazard and did not catch anyone in the act.
3 · Frontier questions
Frontier The most consequential open question is definitional. A 2026 paper in Circular Economy and Sustainability proposes recycling and upcycling definitions rooted in thermodynamic and commodity-economic logic rather than in mass recovery — Billen; the record was verified in the research behind this brief and the text could not be opened, so nothing is claimed here about what it concludes. Speculative The reason it matters is mechanical: if recycling is defined thermodynamically, downcycled tonnage stops counting as recycled by construction, and every reported rate that currently includes crushed concrete going into road base falls. Speculative A definitional change of that kind reallocates credit rather than changing physical flows, which is exactly why it is contested and exactly why it is worth watching.
Frontier The second live proposal is to change what circularity measures at all. An analysis in the Journal of Circular Economy (Rashid, 2026; abstract read) argues for replacing annual input-based metrics with economic value creation as the primary indicator, integrating stock utilisation efficiency as a core circularity measure, and setting policy targets on value retention and reuse rather than on material recovery. Frontier It reports that roughly two-thirds of GDP is generated through the use and management of existing material stocks and assets, and that recycling-centric circularity corresponds to about 1.4 per cent of global GDP. Speculative If both are near right, the largest existing component of circular behaviour is maintenance of what is already built, it is invisible to flow-based indicators, and infrastructure — the most maintained asset class there is — is where the mismeasurement is largest.
Frontier The instrument layer arrived recently and is not yet load-bearing. A British Standards Institution publication of 2025 defines a product circularity data sheet: a standardised, machine-readable per-product circularity declaration (record verified; text not read). Speculative That is the substrate any material-passport regime for buildings would need, and it is the first time the substrate has existed in standard form rather than as a project deliverable. Frontier Separately, a Global Circularity Protocol has existed since 2025 and at least one large materials company has begun applying it, according to German trade reporting read in abstract. Speculative Whether these instruments fix the recycling-centric denominator or entrench it is genuinely unresolved, and a passport attached to a component with no re-certification route is a label on scrap.
Frontier Recovery is being reframed as a sequencing problem rather than a separation problem. Work on precious-metal recovery from end-of-life vehicles by selective dismantling treats the question as one of disassembly order — what you take off first, and in what state — rather than as shredding followed by sorting (record verified via supplementary material; text not read). Speculative The translation to infrastructure is direct and largely unattempted: demolition is optimised for speed of clearance, deconstruction would be optimised for the value of what comes out intact, and these produce different machines, different sequences and different site durations.
Frontier Urban mining is the strongest and the weakest idea in the subject at the same time. The case for it is that the anthropogenic stock is large, geographically concentrated and of broadly known composition — three properties a geological ore body rarely has together — and it is growing at 17 Gt/yr in net additions. Frontier The case against is availability: ore stays in the ground until it is mined, whereas a building is occupied. Speculative Supply is set by demolition schedules, not by price, so the binding capability is forecasting rather than extraction. Frontier The method for forecasting it exists — economy-wide material flow accounting extended to stock dynamics and modelled over 1900 to 2050 (Wiedenhofer, Fishman, Lauk, Haas and Krausmann, 2019; record verified, text not read) — and has not been operationalised as a procurement instrument for any city that this brief could identify.
Frontier New waste streams are arriving faster than the recovery routes for them. Photovoltaic module recycling is flagged in trade coverage as a live limitation rather than a solved problem while deployment scales, and lithium recycling is being positioned in Germany as a resource-resilience and import-dependency instrument rather than as waste management — a different driver implying a different and possibly more durable investment case. Speculative Both matter to infrastructure because both are being bolted onto it: a solar farm and a grid-scale battery installation are infrastructure with a twenty-year materials clock inside them.
Frontier Auditors have become an evidence type. German trade coverage read in abstract reports European Court of Auditors findings that circular-economy goals have been missed and reforms are required; the audit report itself could not be obtained, so this is carried as a pointer to a document rather than as the document's finding. Speculative It is worth flagging as a category: accountability records on circularity are beginning to come from audit bodies rather than from researchers, and audit bodies publish against targets, which is the one thing the research literature systematically does not do.
4 · Technological bottlenecks
Established The workback plan for reusable infrastructure has eight links and it fails at the third. Set the target state precisely: a structural component recovered at end of service and re-installed, load-bearing, in a new structure, at a cost competitive with a new component, at scale, repeatedly.
Frontier M1 — components carry machine-readable identity, composition and load history from installation. Measurement: share of installed components with a conforming data sheet. The standard now exists (BSI, 2025, record verified); deployment share is unmeasured. Frontier M2 — reversible connections exist with a quantified cost premium. Measurement: premium per connection type against the monolithic equivalent. No figure was reachable in this pass. Frontier M3 — a re-certification pathway exists for recovered structural components. Measurement: existence and cost of a certification route per component class. This link binds. Frontier M4 — demolition arisings are forecastable years ahead. Measurement: five-year forecast error by material for a named city. The method exists in stock-dynamics material flow accounting; it is not operationalised. Frontier M5 — recovered components clear a market above scrap value. Measurement: price of a recovered section divided by the price of a new one. Not reachable. Frontier M6 — recovered component use displaces new production rather than adding to supply. Measurement: displacement rate. Not measured anywhere this brief could reach. Frontier M7 — the loop beats recycling on lifecycle terms including transport. Measurement: the critical-distance method, applied. Frontier M8 — residual value is capitalised at construction. Measurement: whether any lender or insurer books it. Believed never.
Frontier Why M3 and not something more interesting. Every link above M3 is engineering that is either solved or obviously solvable: identity is a data standard, reversible connections are bolts, forecasting is a model that has been published. Every link below M3 is contingent on it. Established A component that cannot be re-certified for structural use has no market above scrap; with no market above scrap, M2's premium can never be justified by anyone building today, and M8 is unbankable by construction. Frontier The chain fails at a certification office, not at a design office, and it is the cheapest link in the chain to attack because it is an administrative act rather than an invention.
Frontier Second-binding is M6. Even a working reuse market could be additive rather than substitutive — more total structure built, at lower cost, with recovered components as a supplementary supply. Speculative Nobody measures displacement, so the environmental case for reuse is currently asserted rather than demonstrated, and a programme that succeeded on M3 and failed on M6 would look like a triumph in every report and do very little.
5 · Research dependencies
Frontier This brief waits on results that mostly are not being produced, and the list is short enough to be actionable. Frontier First, the cement process-versus-energy emissions decomposition — carbon dioxide per tonne of clinker, split into calcination and fuel terms. Until that exists in a form this brief can cite, the question of whether the built environment has a chemically irreducible core is open, and the answer determines whether circularity in concrete is a serious lever or a distraction. Frontier Second, scrap arisings against demand, by metal, by decade, projected forward from stock age distributions. The method exists in stock-dynamics material flow accounting; the outputs are not published in a form that settles whether secondary supply can meet demand at any stated date.
Frontier Third, a displacement rate per material — the elasticity of primary production with respect to secondary supply. Speculative This is the recycling-specific form of the rebound argument, it is genuinely under-researched rather than merely unreachable, and every avoided-burden claim in the subject assumes an answer to it. Frontier Fourth, a re-certification pathway, or a documented statement that none exists, for at least one structural component class. Frontier Fifth, construction and demolition arisings by jurisdiction on a consistent definition, which is a statistical-agency product rather than a research output and which was unreachable here.
Frontier The cross-topic dependency is the interesting one. The sibling brief Industrial Ecology identifies its own binding link as the legal status of a by-product: whether a stream classified as waste can move between firms without a permitting and liability burden that exceeds the value of the material. Speculative That is the same shape as M3. In both cases the constraint is a legal status attaching to a physical object whose properties are not in dispute, and in both cases the field's effort is directed at technology. Speculative If the isomorphism is real, the two problems have one solution class — a status-conferring procedure with a named issuer — and should be attacked together rather than in separate literatures.
6 · Required experiments
Frontier The first experiment is a certification pilot and it is embarrassingly cheap. Take a defined batch of structural steel sections from one demolition. Run a published test protocol: chemical composition, tensile and impact testing to the relevant grade, dimensional survey, geometric imperfection and prior-loading assessment. Have a named certifying body issue or refuse a document. Frontier Publish two numbers that currently do not exist anywhere this brief could reach: the cost per tonne of establishing conformity, and the fraction of the batch that passes. Speculative Those two numbers convert M3 from a structural argument into a priced one, and until they exist every argument about design for disassembly is being had in the dark.
Frontier Second, a matched-pair build. Two structures of comparable programme and loading, one detailed for reversibility — bolted, demountable, no cast-in composite action, no structural adhesive — and one detailed conventionally. Report the cost premium per connection and per tonne of frame, the programme difference in days, and the erection labour difference. Frontier This is M2, it is a one-project measurement, and its absence from the literature is harder to explain than its presence would be.
Frontier Third, a demolition-arisings forecast with published error. Take one city, apply stock-dynamics material flow accounting, publish a five-year forecast of arisings by material, then publish the outturn against it. Speculative A forecast with a stated error bar is the thing that makes recovered material contractible in advance, which is what a reuse market needs and does not have.
Frontier Fourth, a displacement study, estimating the elasticity of primary production with respect to secondary supply for one metal in one market. Frontier Fifth, a critical-distance calculation for structural reuse. The method exists: an LCA of a single symbiotic gypsum exchange found the haul distance beyond which the exchange stops being environmentally preferable ranged from 3.5 to 564 kilometres depending on the impact endpoint assessed, and was 3.2 to 3.9 times longer for heavy trucks than for lighter vehicles (Marcinkowski, 2018; abstract read). Speculative It has never been applied to structural reuse, where the hauls are long, the loads are awkward and the storage is intermediate — and where a reuse claim with no stated haul distance is therefore uninterpretable in exactly the same way.
Frontier Sixth, the cheapest study in the subject: a rate-provenance audit. Take a sample of published recycling rates for construction materials and trace each to its measurement point — collected, accepted, reprocessed, or displacing virgin. Speculative It requires records requests rather than fieldwork, it would settle whether the collection-versus-recycling conflation is a real and widespread defect or a hazard that people mostly avoid, and this brief could not do it because the statistics themselves were unreachable.
7 · Engineering requirements
Frontier Design for disassembly is a connection problem before it is anything else. Monolithic pours, structural adhesives, cast-in composite action and welded moment connections are cheaper, faster and structurally simpler than reversible alternatives, and each of them converts an assembly into a single object at end of life. Speculative Bolted connections, dry joints, demountable shear studs and mechanically fixed cladding are the reversible vocabulary; the cost premium for each was not obtainable in this pass and is M2 of the workback plan.
Frontier The second engineering problem is that a recovered member arrives without its history. Grade, weldability, prior loading, fatigue exposure, fire exposure, corrosion history and geometric imperfection all matter and none of them is legible from the object. Speculative That drives a specific instrumentation requirement: non-destructive evaluation good enough to establish properties rather than merely to detect defects, and a load-history record written during service rather than reconstructed after it. Speculative The second is much easier than the first and nobody does it, because the beneficiary is decades away.
Frontier The third is inventory, and it is chronically underrated. A recovered component has to be somewhere between recovery and reuse, and that interval is set by construction cycles rather than by logistics. Speculative Storage, cataloguing, grading into stock-keeping units, and a matching function between what came down and what is being designed are the operational core of a reuse market, and they are a warehouse business, not a materials-science one. Speculative Deconstruction machinery is also not demolition machinery: the objective changes from clearing a site quickly to removing objects intact, which changes the sequence, the tooling and the site duration.
Speculative The fourth is tolerance. A recovered member has the dimensions it was cut to, not the dimensions the new design wants, and structural steel in particular carries the holes, notches and welded attachments of its previous life. Speculative That pushes reuse toward design-to-available-stock — laying out a frame around an inventory of members that already exists — which inverts the normal design sequence and is a computational problem before it is a structural one. Handwave It is also the one part of this subject where automated design search would obviously help, and where nothing in the workback plan depends on it.
8 · Adjacent technologies
Frontier Robotic deconstruction is the nearest adjacent technology and it inherits this brief's bottleneck. The machines assessed in Automated Construction Systems and Robotics in Infrastructure are the plausible route to taking a structure apart economically rather than knocking it down, and inspection robotics is the plausible route to characterising a member in place before it is removed. Speculative Neither helps if the member cannot be re-certified, which is the pattern this brief keeps finding: automation raises the throughput of a step that is not the constraint.
Frontier Building information modelling and digital twins are the passport substrate. A material passport is only as good as the model it was written from and the discipline with which as-built changes were recorded, and the standardised product circularity data sheet published in 2025 is a component-level declaration that would have to live inside such a model to be usable at demolition. Speculative Whether such a record survives forty years of ownership changes, software migrations and refurbishments is a custodianship question rather than a data-format one, and the municipal data platforms that would be the obvious custodian are assessed in Smart Cities. Speculative On the current evidence the record is the fragile part, not the component.
Frontier Three adjacent recovery problems share this brief's structure without sharing its material. Photovoltaic modules and grid batteries are infrastructure with a materials clock inside them and unresolved recovery routes. Frontier Plastics recovery has its own technology-selection literature, which exists precisely because mechanical and chemical routes cannot be assumed equivalent (Kunlere and Shah, 2023; record verified, text not read). Speculative And housing, assessed in Future Housing Systems, is where volumetric and panelised construction would make component reuse most tractable, because the components are repeated and were manufactured rather than cast in place.
Frontier The adjacent field that matters most is the least glamorous. Non-destructive evaluation developed for asset inspection — ultrasonic thickness measurement, hardness testing, portable spectrometry for alloy identification — is the same toolkit a certifier would need to establish the properties of a member with no paperwork. Speculative The instruments were built to answer “is this asset still safe” and the reuse question is “what exactly is this object,” which is a harder question asked with the same hardware. Speculative Redirecting an existing inspection industry at the characterisation problem is a far shorter path than inventing anything, and it is not being taken because no one is buying the answer.
9 · Institutional requirements
Frontier The institutions that would have to move are not research institutions. A re-certification pathway is issued by a standards body, adopted by a building code, accepted by a certifying engineer, priced by an insurer and permitted by a building control authority. Speculative None of those five is in the habit of acting on a research finding, and all five are in the habit of acting on a liability question. Speculative The correct object to build is therefore not a demonstration project but a conformity-assessment procedure with a named issuer, a defined test regime, a stated residual uncertainty and an insurable outcome.
Frontier Procurement is the second lever and it is faster. Public clients specify materials, and a specification that permits re-certified components is a decision an owner can make without any change to national code. Speculative A public client can also do something no researcher can: create the demand side of a reuse market by committing in advance to buy the output of a named demolition. Speculative The appraisal machinery that would have to accommodate that is assessed in Megaproject Governance, and whole-life costing that cannot book residual value will reject reuse every time on a present-value test.
Frontier Reporting standards are arriving without the certification layer underneath them. A standardised product circularity data sheet exists as of 2025 and a Global Circularity Protocol has existed since 2025 with early corporate adoption, according to trade reporting read in abstract. Speculative An instrument that records what a component is made of, in a world with no route to reusing the component, produces excellent data about scrap. Frontier Audit bodies are meanwhile beginning to report against circular-economy targets, which is the accountability mechanism the field has lacked, and this brief carries that only as a pointer because the audit report itself was unreachable.
Speculative The institutional sequence, if anyone wanted to run it, is short and it is not a research programme. A named certifying body publishes a conformity-assessment route for one component class. An insurer prices the residual uncertainty in it. One public client writes a specification that permits the result. One demolition is contracted forward to one construction project. Frontier Each of those four is an ordinary act by an existing organisation, none of them requires a discovery, and the reason the sequence has not run is that no one of the four moves first without the other three. Speculative That is a coordination failure with a known remedy, which is a public client willing to underwrite the first loop and publish what it cost.
10 · Ethical & societal considerations
Frontier The first ethical question is who carries the risk of a reused member. A re-certification regime distributes a small residual uncertainty across the occupants of a building, who did not choose it, in exchange for an environmental benefit that accrues diffusely. Speculative That is a defensible trade and it is not obviously different from what codes already do with statistical load factors, but it should be argued rather than assumed, and the argument is easier to win with a published pass rate than without one.
Frontier The second is where the residue goes. Circularity claims made at national level frequently rest on export, and the trade dimension of circularity for developing countries has a monograph literature of its own (UNEP, 2021, record verified, text not read). Industrial Ecology carries the measurement substrate — economy-wide material flow accounting, the stock-and-flow denominators, and the correction to the headline circularity rate — without which no claim made here about scrap availability or urban mining has a base. It also carries the finding that this brief inherits and applies to components: the most-cited assessment of global circularity concludes that output-side strategies are limited, which is an argument for retaining objects rather than for recovering materials. And it independently identifies its own binding link as a legal status — whether a by-product can move between firms without inheriting a waste-law burden — which is structurally the same constraint this brief finds on recovered structural components.
