1 · Concept overview

Established A long-term archive has four layers, and public argument concentrates on the one that is nearly solved. There is the medium, which holds marks. There is the format, which says how marks encode symbols. There is the meaning, which says what the symbols are about and why anyone should care. And there is the steward, the organisation that keeps paying for the other three. Media lifetimes are an engineering problem with standards attached. Formats are a migration problem with a known treadmill. Meaning and stewardship are where archives actually fail, and neither has an engineering literature worth the name.

Established The only serious expert elicitation ever run on ten-thousand-year communication says exactly this, in numbers. Two independent panels convened under the ten-thousand-year requirement in United States regulation for a nuclear waste repository were asked how well permanent markers would work. They put the probability that a marker physically persists between 0.40 and 0.85 depending on construction — and the probability that it is correctly interpreted between 0.01 and 0.60. The medium is an order of magnitude more reliable than the message, and the panels’ design response was redundancy of meaning across several levels of detail rather than any improvement in materials.

Frontier The stewardship layer has measured base rates, and they are short. A typical firm exits after about ten years by merger, acquisition or liquidation, with a mortality rate independent of how long it has already lived. A national constitution has an estimated life expectancy of about nineteen years. Against that, the survivors are a long tail rather than a norm: over 33,000 Japanese businesses of a hundred years or more, 3,100 past two hundred, 140 past five hundred, and a temple-construction firm founded in AD 578 that ran roughly 1,428 years before being transferred to a subsidiary of another group in January 2006. Designing an archive to last is therefore a question about organisational form first and materials second, and almost every published proposal has the priority reversed.

Speculative And the purpose layer is untested. Archives are justified by an implied user: someone, later, with reduced capability, who needs this. Nobody has ever run the corresponding test — hand a sealed deposit to an independent team with no institutional help and see what they recover. Until that is done, bootstrap usefulness is a design intention rather than a property of any existing collection.

Established A note on sourcing. This brief was commissioned in September 2026 from the Institute’s research base. Reading-list entries without links are cited from the bibliographic record rather than re-fetched, and claims are dated no later than early 2026 unless carried by a linked source.

2 · Current scientific position

Established Media lifetime is the best-characterised layer and still rests on accelerated testing rather than observation. Silver-gelatin polyester microfilm carries an international standard rating for a five-hundred-year life expectancy under specified storage, which is a laboratory extrapolation from controlled ageing, not five centuries of observed performance. Magnetic tape carries the opposite property in a form nobody disputes: each generation of the dominant data-tape format reads back only one or two generations, so a tape library must be rewritten every several years or become unreadable by any drive in production. The tape treadmill is the single most important fact about digital preservation cost, because it converts storage from a capital purchase into an indefinite annual subscription, and it is the mechanism by which archives die quietly when budgets tighten.

Frontier The long-life media on offer are vendor claims with accelerated-ageing support and no field record. Archival optical discs, etched nickel foils, photosensitive film in cold storage and femtosecond-laser-written fused silica are all real artefacts with plausible chemistry, and the century-to-millennium figures attached to them come from the companies selling them or the laboratories that invented them. (vendor) None has an independently verified lifetime at ambient conditions longer than the few decades anyone has been watching. That is not a reason to dismiss them; it is a reason to state the claim as durability by design rather than durability demonstrated.

Established Format and reference decay are measured, and the numbers are worse than intuition. Studies of legal citation found roughly half of the links in United States Supreme Court opinions no longer resolving to the cited material, with law-review rates higher still. A 2024 survey of web content found around a third of pages that existed in 2013 no longer accessible a decade later. These are not exotic failures of obscure formats; they are ordinary attrition in the most heavily used corpus humanity has ever built, and they happened while every institution involved was solvent, staffed and nominally committed to preservation.

Established The flagship physical archive has an operating record, and it cuts against the way it is usually described. The Svalbard global seed vault has accumulated 1,331,458 seed samples from 123 institutes across 87 countries since 2008. Its one real-world use was a working withdrawal and replacement when an international agricultural research centre relocated out of a war zone. Frontier Within a decade of opening, meltwater entered the access tunnel and the facility required capital works to keep the entrance dry. The vault is cited as proof that set-and-forget storage works, and its actual record shows an actively managed facility that needed unplanned engineering and was used by a functioning institution for an ordinary operational purpose. That is a success, and it is a success of stewardship rather than of permanence.

Frontier The one domain that regulates deep time does so through geology, not documents. Finland’s spent-fuel repository received a positive regulatory safety assessment in August 2026 evaluating long-term safety over a period of at least 100,000 years and as long as a million, with an operating licence sought through 2070. (Trade reporting by a nuclear professional society — an interested party.) The instructive part for archives is the division of labour: the safety case is carried by rock and engineered barriers, and the marker problem — communicating with the future — is handled separately and far less confidently, which is precisely the split the expert panels quantified.

Established The international listing instrument is a register, not a preservation programme. The UNESCO Memory of the World programme, running since 1992, inscribes documentary heritage on registers and issues guidance and recommendations. Inscription confers visibility and a claim on attention. It does not carry storage, migration funding or a custodial obligation, and reading it as a preservation guarantee is a category error that its own documentation does not invite.

Established Very long-lived commitments exist, and every one of them is an institution rather than an object. A water-board bond issued in May 1648 for 1,000 Carolus guilders at 5 per cent in perpetuity was still paying interest to its holder in 2015, because the Dutch water authority that issued it still exists and still collects the levies that service it. The parchment is incidental; the obligation survived because a governing body with taxing power survived. Every durable archive in the historical record has the same structure — a monastery, a temple guild, a state archive, a university — and the durable part is the organisation.

Frontier Funding structure is where the failure actually happens, and it is the least documented part of the subject. Preservation is a derived demand: nobody wants preservation, they want access later, and the willingness to pay for later access is systematically under-expressed in annual budgets. No major archive publishes a per-terabyte-per-year total cost series, which means the field cannot say whether its costs are falling with storage prices or rising with staff costs. It is the single most consequential missing number in the subject, and producing it requires no research at all.

3 · Frontier questions

Frontier Is redundancy of meaning substitutable for durability of medium? The marker panels concluded yes in effect — multiple message levels, multiple materials, multiple scales — because interpretation was the weak term. Nobody has tested the substitution rate: how many independent encodings of the same content, at how many levels of sophistication, buy how much recovery probability. This is a tractable experimental question and it has never been posed as one.

Frontier Does geographic redundancy help or merely feel safer? Copies in several countries protect against local loss and do nothing against correlated loss — a format everyone migrated away from, an encryption key nobody kept, a legal regime that made a collection unlawful to hold. The preservation literature counts copies and rarely models correlation, so the marginal value of the fourth site is unknown.

Speculative Can an archive carry its own reader? A micro-etched analogue page needs only optical magnification; a digital deposit needs a drive, an interface, a filesystem, a codec and power. Proposals to bootstrap from an analogue preamble to a digital payload exist and none has been demonstrated end to end by anyone who did not write the preamble.

Frontier What should be kept, and who decides? Selection is the largest unexamined lever in the field. A thousand-fold difference in collection size changes cost by a thousand-fold and recovery value by an unknown factor, because nobody has measured what a reduced-capability user would actually need. Civilization Resilience Planning reports that even the field’s central premise — that industrial restart depends on accessible fossil energy — has no peer-reviewed treatment. Archive selection inherits that gap directly.

4 · Technological bottlenecks

Established The migration treadmill is the governing cost structure and it never stops. Refreshing media, validating fixity, migrating formats and re-describing content are recurring labour costs that scale with collection size and do not fall with storage prices. Any proposal whose budget is a one-time capital number has mis-specified the problem.

Frontier Emulation and migration are the only two strategies and each fails differently. Migration keeps content readable and progressively alters it; emulation keeps the original environment and progressively accumulates a stack of emulators nobody can maintain. The preservation literature has argued this for two decades without a quantitative comparison on a common corpus, so the choice is still made by institutional temperament.

Frontier Encryption and access control are a preservation hazard disguised as a security feature. A collection encrypted at rest is unrecoverable when key custody lapses, and key custody is an organisational function with the same short base rates as everything else organisational. Rights restrictions have the same shape: a legal embargo outliving the institution that could lift it makes content technically present and practically gone.

Speculative Ultra-dense storage is not yet a preservation technology. Sequence-based and glass-based storage offer extraordinary density and plausible chemical stability, and both currently have write costs and read latencies that place them far outside routine archival use. They are candidates for the deep-cold tier and not replacements for the working one.

5 · Research dependencies

Established The first dependency is a published cost series. Total cost per terabyte per year, separated into media, facilities, labour and migration, published annually by a few large archives, would settle whether digital preservation is getting cheaper or more expensive. It requires no new method and no new instrument.

Frontier The second is an independently verified ambient-condition lifetime for at least one long-life medium. Every figure in circulation is either an accelerated-ageing extrapolation or a vendor statement. A standing programme of periodic destructive read-back on identical samples, published, would convert a marketing claim into an engineering parameter within a couple of decades.

Established The third is an institutional form with a measured survival tail. The historical survivors are religious foundations, guilds, universities, water boards and states. Nobody has assembled a comparative survival analysis of custodial institutions specifically, which is the analysis that would tell an archive designer what to incorporate as.

Frontier The fourth is a usability model for the intended future reader. Every selection decision implies assumptions about what the reader knows, what tools they have and what they are trying to do. Those assumptions are never written down, so selection cannot be evaluated even in principle.

6 · Required experiments

Frontier The decisive test is a blind read-back trial, and it is cheap, unblocked and unfunded. Take a sealed long-term deposit made years ago — a film reel in an Arctic vault, a micro-etched disc, an offline tape set — and give it to an independent team with no access to the depositing institution, no documentation beyond what physically accompanies the artefact, and a fixed budget. Measure three things: whether they recover the bits, whether they recover the meaning, and how long each takes. Everything this field believes about bootstrap usefulness is an untested assumption until somebody runs that trial and publishes the recovery rate. Nobody has scheduled it, and the deposits that would make it possible already exist.

Frontier The second is a substitution experiment on message redundancy. Construct the same content at several levels — pictorial, elementary, technical, complete — in several encodings, and give naive recipients subsets under controlled conditions. The marker panels asserted that redundancy of meaning is the effective lever and put correct interpretation as low as 0.01; that assertion has never been given an experimental treatment, and it is a straightforward one.

Established The third has already run as an operational event and should be read as evidence. The seed vault’s only real use was a withdrawal by a functioning research centre relocating out of a conflict zone, with material returned afterwards. The archive worked as institutional infrastructure, on a timescale of years, for a user who knew exactly what was in it. That is the use case with a demonstrated success; the civilisational one has none.

Frontier The fourth is a correlation audit of geographic redundancy. For a real collection held in several places, enumerate the failure modes that would take out more than one copy: shared format, shared vendor, shared key custody, shared legal regime, shared funding source. Published for a handful of major archives, this would tell the field whether its standard advice buys independence or the appearance of it.

Speculative The fifth is a reconstruction exercise with a capability constraint. Give a team a defined toolset — no internet, a stated level of industrial capability — and a candidate archive, and ask them to accomplish a specific task from it. This is the only way to evaluate selection, and its cost is a few person-months.

7 · Engineering requirements

Established Physical siting choices are the mature part of the engineering and are borrowed from waste disposal. Cold, dry, stable, low-seismicity, defensible, and above projected water levels — the same criteria a repository programme applies, with the same regulatory experience behind them. The Arctic and deep-mine sites in current use satisfy them, and the seed vault’s meltwater episode shows that satisfying them at selection does not settle them for a century.

Established Self-describing formats are the cheapest single improvement available. Uncompressed, documented, widely implemented encodings with the specification stored alongside the content, in the same package, remove an entire class of failure at the cost of storage volume. The trade is almost always worth taking and is routinely lost to compression ratios.

Frontier An analogue preamble is the standard proposal for bridging the reader problem and has never been validated. Human-readable instructions, etched at a size recoverable with simple magnification, explaining the encoding of the digital payload behind them. The design is sound in principle; no independent team has ever been handed one cold and asked to proceed.

Speculative Reader reconstructability is the hardest engineering requirement and the least attempted. An archive whose contents specify how to build the device that reads it closes the loop; every real deposit currently assumes an industrial base capable of producing precision optics or magnetic heads. Whether a self-bootstrapping package is achievable at reasonable size is unknown, because nobody has tried to build one and test it.

8 · Adjacent technologies

Established Civilization Resilience Planning owns the scenario side and this brief defers to it. Its central finding — that the premise on which the whole restart literature rests has no peer-reviewed treatment — is why archive selection cannot currently be argued from recovery requirements. It also carries the resilient-foods and refuge literature that defines who the surviving reader might be.

Established Long-Term Institutions owns the stewardship evidence. Constitutional endurance, sovereign funds, sunset clauses, ombudsmen for future generations and the marker panels all sit there, and this brief takes the survival base rates from it rather than restating its analysis. The joint question this brief adds is what those base rates imply for custody of a collection.

Frontier Digital Citizenship carries the identity and access machinery that decides who can deposit, who can read and how either is authenticated across decades. Its finding that inclusion runs negative at the margin wherever verification is bolted onto an unchanged process is directly applicable: an access-controlled archive excludes exactly the users least able to argue with the gate.

9 · Institutional requirements

Established The custodial forms with historical survival are few, and none of them was designed for preservation. Religious foundations, guilds, universities, water boards and states have carried records across centuries as a by-product of doing something else that generated revenue. The lesson is unwelcome to purpose-built archives: the durable custodian is an organisation with an independent reason to exist and an income stream attached to it, not one whose only function is to hold the collection.

Frontier Endowment is the obvious answer and it has a documented failure mode. A permanent fund converts an annual appropriation into an income stream, which is the right structural move; it also creates a pool that later governments can redirect, as the sovereign-fund record in the sibling brief shows repeatedly. An endowment without a governance rule that has survived a fiscal crisis is an untested instrument.

Established International instruments in this field list rather than fund. The documentary-heritage register and the 2024 intergovernmental declaration on future generations are both real instruments with no binding, measurable or time-bound obligations attached — the declaration’s action items include taking note of a proposed envoy rather than creating one. They raise salience, which matters, and they should not be counted as custody.

Frontier National archive capacity is where the near-term risk sits, and it moves with politics. Library, museum and archive agencies have seen abrupt budget and mandate changes in several countries during the 2020s. Speculative The compounding effect of a few missed migration cycles during a funding gap is permanent loss of a specific vintage of material, and no country publishes the metric that would reveal it: the fraction of holdings whose last fixity check is older than the media refresh interval.

10 · Ethical & societal considerations

Frontier Selection is an exercise of power over people who cannot object. Every inclusion decision is a claim about what future readers should have, made by a present committee with present values and present funding. The honest response is not to pretend selection can be neutral but to publish the criteria and the exclusions, which almost no collection does.

Established Context is part of the record and is routinely stripped. A dataset without its collection protocol, a language without a grammar, a photograph without its caption: all survive as objects and fail as evidence. The marker panels reached the same conclusion from the other direction, putting correct interpretation an order of magnitude below physical survival.

Frontier Consent does not survive the timescale, and this is sharpest for material held about communities rather than by them. Indigenous knowledge, medical records and colonial-era collections are all held under terms negotiated with parties who cannot renegotiate at century scale. Archives increasingly recognise community control as the answer, and community control depends on the community’s own institutional continuity — the same problem one layer down.

Frontier Access control and preservation pull in opposite directions and the tension is usually resolved by default. Restriction protects the living and endangers the record; openness preserves the record and can harm the living. A dark archive with an unmaintained key is functionally destroyed, and a fully open one cannot hold material that requires protection. Neither extreme is defensible and nobody publishes where they set the dial or why.

11 · Civilizational implications

Speculative The recovery case is weaker than its advocates claim and stronger than its critics allow. The best available statement is that recovery time depends on starting complexity, extent of loss and the level of recovery desired — which is a reason no single number is supportable rather than a reason to dismiss the question. An archive changes the extent-of-loss term, and by how much nobody knows.

Frontier The strongest civilizational argument for archives is not catastrophic at all. It is that continuity of the scientific and legal record is what lets institutions act on evidence accumulated before anyone alive was born — the instrumented series that make a treaty scorable, the case law that makes a right enforceable. Those uses are ordinary, continuous and measurable, and they justify the expenditure without any appeal to collapse.

Speculative Deep-time deposits are a different product from working archives and should be budgeted separately. One is a cold, small, redundantly encoded package aimed at an unknown reader; the other is a large, warm, continuously migrated collection aimed at next year’s researcher. Conflating them lets each borrow the other’s justification, which is how a fifty-year storage product acquires a ten-thousand-year label.

Handwave The claim that a well-designed archive would let civilisation restart is where this subject stops being evidence. There is no demonstration, no trial, no measured recovery rate, and a marker-interpretation probability as low as 0.01 in the only elicitation ever conducted. The claim may be true. Stated as though it were established, it is assertion, and the flag marks exactly where.

12 · Timelines

These horizons track migration cycles, institutional survival rates and regulatory deep-time practice rather than any technology curve:

  • 10 yr: Established Two or three tape generations pass, so every digital collection now held will have been rewritten at least once or lost. Frontier Expect the first blind read-back trials to be run by researchers rather than by the depositing institutions, because the deposits from 2017 onward are now old enough to be interesting and the trial is cheap. Frontier Expect at least one national archive to publish a per-terabyte-per-year cost series under budget pressure, since the number is the only defence against a cut.
  • 25 yr: Speculative Ultra-dense storage either enters the deep-cold tier at institutional scale or remains a laboratory capability; the deciding variable is write cost, not chemistry. Frontier The first long-life media deposited in the 2010s reach an age where destructive sampling gives a real ambient-condition data point, if anyone has kept identical control samples — and whether they did is itself unknown.
  • 50 yr: Speculative The institutional question resolves for the current generation of purpose-built vaults: on the measured base rates, most of the organisations that founded them will no longer exist in their present form, and the collections will either have been absorbed by longer-lived custodians or quietly abandoned. Which of the two happens is the whole subject.
  • 100 / 250+ yr: Handwave At this horizon only the institutional record says anything: water boards, temple guilds and universities have crossed it, and no storage medium has been observed to. Any claim about a specific collection at 250 years is a claim about its custodian, and nobody has a method for forecasting that.

14 · Common misconceptions & speculative claims

Established Claim: the problem is that digital media decay. Bit rot is real, well characterised and cheaply defeated by checksums and multiple copies. The failures that actually destroy collections are budget gaps that skip a migration cycle, format stacks nobody can still run, keys nobody kept and organisations that ceased to exist. Media decay is the layer with solutions; the field talks about it because it is the layer with vendors.

Frontier Claim: a thousand-year medium solves preservation. The only quantified estimate of deep-time communication puts physical persistence at 0.40 to 0.85 and correct interpretation at 0.01 to 0.60. A perfect medium moves the first number to 1.0 and leaves the second where it was. Durability of marks is not durability of meaning, and the gap is an order of magnitude.

Established Claim: the seed vault proves that set-and-forget storage works. It proves that a well-run facility works. Within a decade of opening, meltwater reached the access tunnel and capital works followed; its single real-world use was an ordinary withdrawal by a functioning institution moving out of a war zone. Both facts are about active management, which is the opposite of the property the vault is invoked to demonstrate.

Speculative Claim: sequence-based storage makes the problem disappear. Its density and chemical stability are genuine, and its write cost and read latency currently place it outside routine archival use. Treating it as an available solution rather than a candidate tier is the standard overclaim, and the honest position is that it is promising and not yet deployed for this purpose.

Handwave Claim: we know what a future reader would need. Nobody has written down the assumed capability level, the assumed task or the assumed prior knowledge for any major collection, and nobody has run a reconstruction exercise against a capability constraint. Selection decisions are therefore made against an imagined user whose properties are never stated, which is the precise definition of arguing by assertion.
