1 · Concept overview
Continental irrigation systems means inter-basin water transfer at national or continental scale: taking water out of a river basin classified as surplus, lifting it over a watershed divide, moving it hundreds or thousands of kilometres, and delivering it to a basin classified as deficit — overwhelmingly for irrigation, secondarily for cities and for power.
Scope boundary. Making water — desalination, storage, reuse, managed aquifer recharge — is its own slot. This brief is about reallocation: moving water that already exists from one basin to another. Dryland water harvesting sits with desert greening. Field-level irrigation efficiency, which is the substitute good for transfer, sits with future agriculture. The generic pathology of very large projects is treated in megaproject governance.
The subject is unusual on this map because almost all of its central objects were proposed and not built: the North American Water and Power Alliance (1964), the Qattara Depression scheme (from the late 1950s), Atlantropa (1928 onward), the Soviet northern river reversal cancelled in 1986, the periodically revived Siberia-to-Central-Asia transfer, and India’s National River Linking Project, a live programme that has barely started. One scheme of comparable ambition was built: China’s South-to-North Water Diversion. That asymmetry — six drawings, one canal — is the subject of this brief.
The thesis. Continental transfer was not defeated on engineering. It was outflanked. The diagnosis is contemporaneous rather than retrospective: at the height of the NAWAPA debate the flagship American water resources journal named institutional constraints and nationalist reaction as the blocker, and that sentence has not aged. Since then a competitor arrived that requires no treaty, no donor basin and no ratification — desalination, which now serves coastal demand at a price transfer cannot reach. The schemes did not lose an argument. They lost a market.
2 · Current scientific position
Established The civil engineering link is closed, and China closed it. The South-to-North Water Diversion is the largest inter-basin transfer ever constructed, and the published engineering record around it is granular to a degree that settles the feasibility question by itself. There is a dedicated literature on tunnel-boring-machine cutting-tool maintenance for the Middle Route’s crossing beneath the Yellow River (Yu 2011); on the construction of a purpose-built survey datum, a bespoke geodetic control network created for the route alone (Yang 2011); on an excavation classification developed specifically for Neogene hard-soil and soft-rock at the Anyang section (Wu 2011); and on lightning protection and grounding for the Handan-Xingtai section (Zhao 2011). Established The project generated its own construction yearbook with a published compilation methodology (Xiao 2011) — an institutional artefact that indicates a decades-long, state-scale administrative apparatus rather than a construction contract.
Frontier Those five citations are record-verified but unread in the research pack behind this brief: their titles, authors, venue and DOIs were confirmed, their text was not obtained. That limits what they can support to one thing, which happens to be the thing that matters here — that a peer-reviewed engineering literature exists at this level of specificity for a scheme of this size. Established A megaproject that generates a paper on lightning protection for one 100-kilometre segment is not a fantasy. It is a construction programme.
Established Operations, where the pack could read abstracts, are where the interesting numbers are. Real-time control on the Middle Route holds canal water level within a 0.25 m target interval and meets user demand, in the authors’ phrase, five times more rapidly than the baseline control scheme (Wu, Li & Liu 2021). Established Winter is a first-order constraint, not a nuisance: well-water pumping for ice melting adds 1.1 × 106 m³ to total pumped volume under optimised conditions (Zhang, Lian & Zhao 2022). Established Algal growth in the main canal concentrates along curves (Zhu et al. 2019) — a water-quality liability specific to very long open conveyance and a function of the route’s geometry. Frontier And the scheme now carries an explicit ecological obligation: replenishment demand for northern rivers and lakes met by the transfer is quantified at about 2.04 billion m³ per year (Li, Tian & Yin 2026). A share of the delivered water is spent putting back what the north had already lost.
Established What this brief cannot tell you about the one built case. The South-to-North Water Diversion’s total cost, its design transfer capacity in cubic kilometres per year, and the total number of people it displaced are all figures the research behind this brief could not verify. The sources that hold them — the World Bank, the Chinese Ministry of Water Resources, the agency accounts — were unreachable in the retrieval pass, and the widely circulated numbers were deliberately not written in from memory. Established They are named here as an open gap rather than filled. The institutional argument this brief makes does not depend on them, and is stronger for not faking them.
Frontier The built case failed a test it set itself. An empirical evaluation of inter-basin transfer found that it not only fails to improve water consumption… but also further restricts residents’ water use due to the high water price caused by this project (Sheng, Tang & Webber 2020). Frontier This is an evaluation of transfer as built, not a modelling objection, and it is the single most uncomfortable result in the subject: the delivered water arrived, and the people at the delivery end used less water because it cost more. Speculative Whether that result generalises beyond the studied system is unestablished — the post-hoc evaluation literature for transfers is young, thin and largely Chinese — but there is no comparable body of evidence pointing the other way.
Established The cause of non-construction was named in 1971 and has not changed. Laycock, writing in what was then the flagship American water resources journal at the height of the NAWAPA debate, states that institutional constraints are strong and nationalistic reactions to proposals… have contributed to delays in development. Established This is the load-bearing citation of the brief. It is not a modern reinterpretation of mid-century optimism; it is the profession’s own contemporaneous verdict, published while the drawings were still live, in the journal the people doing the work read. Frontier Institutional and nationalist — not hydrological, not geotechnical, not financial.
Frontier Transfer is not hydrologically neutral. Simulation finds that the climatic influence intensity of a transfer is positively related to the quantity of water to be transferred (Chen & Xie 2010). Speculative The effect scales with volume, which means there is a scale at which the transfer becomes a regional climate intervention in its own right, and no classical design methodology contains that term. Handwave At NAWAPA class — capture of Alaskan and Yukon runoff, storage in the Rocky Mountain Trench, distribution across the western United States, northern Mexico and the Canadian prairies — the scheme would plausibly sit in the same category as deliberate climate engineering, without ever having been assessed as such.
Established Qattara is the best-documented abandoned scheme, and it was not killed by the rock. The Qattara Depression is a real, mapped, closed below-sea-level basin in Egypt’s Western Desert, described in the standard geomorphological reference series (Embabi 2017), with a peer-reviewed geological origin account in the GSA Bulletin (Albritton et al. 1990) and modern topographic characterisation from SRTM elevation data undertaken specifically for scheme assessment (Hafiez 2010). Established The concept is a seawater canal or tunnel from the Mediterranean to the depression, generating power from the head, with an evaporating terminal lake maintaining the level. Frontier The head available is the basin depth below sea level; the working figure in circulation is roughly 60 m, and this brief does not state it as verified because no source whose text was read supplies it.
Established And its own chief engineer published it as a solar power plant. Friedrich Bassler, who led the Qattara project, published Solar depression power plant in Solar Energy in 1972. Established That is a record-level fact — the paper exists, by him, in that journal, in that year, on that subject — and it is enough to overturn the popular framing. Frontier The scheme is usually narrated as a Cold War nuclear-excavation curiosity; the physics its principal advocate chose to publish is solar-driven evaporation maintaining hydraulic head, in the leading solar energy journal. Speculative The concept was then taken up independently in the mainstream energy literature, coupling hydroelectric generation with mineral recovery from the resulting hypersaline lake (Murray 1979) — brine mining, forty-seven years before the same idea was formalised for desalination reject brine. Established It drew a reasoned contemporaneous critique on ecological and economic grounds (Ibrahim 1982), which is what serious proposals attract. Established And the tectonic setting was assessed and found comparatively favourable: one study concludes the area is more stable than other adjacent areas in the northern parts of Egypt close to the Mediterranean Sea and the Nile River Delta (Rabeh 2012). Frontier Read that again. The abandoned megaproject site was assessed as more geologically stable than the ground Egypt’s actual population lives on.
Speculative The other four schemes, at the strength the evidence supports. NAWAPA (Ralph M. Parsons Company, 1964) proposed continental redistribution of northern runoff to the American west and northern Mexico; the pack behind this brief could not obtain the Parsons proposal, the Senate Select Committee records, or any cost figure, and none is stated here. Speculative The Soviet northern river reversal, Sibaral, proposed southward diversion of Ob-Irtysh flow to Central Asian cotton irrigation and was cancelled by the Politburo in 1986. Speculative Atlantropa, promoted by Herman Sörgel from 1928 until his death in 1952, proposed damming the Strait of Gibraltar to lower the Mediterranean by hundreds of metres for hydropower and exposed farmland; no Crossref-indexed scholarship on it was retrieved at all, and everything asserted about it here is reconstruction. Speculative India’s National River Linking Project is the largest live programme in the class, and this brief states none of its headline parameters — number of links, transfer volume, canal length, command area, the Ken-Betwa approval date and cost — because no Indian primary source was reachable. Established Naming the gap is the honest move. Every one of these schemes has widely circulated numbers; none of them was verified in this pass, and a brief that repeats unverified megaproject arithmetic is doing the thing this subject is already famous for.
3 · Frontier questions
Frontier The operational frontier of transfer is control theory, not civil works. The interesting recent work on the one built system is about regulating it: sub-metre level control across hundreds of kilometres with a five-fold improvement in demand response (Wu, Li & Liu 2021), optimisation of winter ice-melting pumping (Zhang, Lian & Zhao 2022), and allocation optimisation inside the transfer network, which remains an open problem being actively worked (You, Li & Tan 2024). Frontier Diversion-structure hydraulics is still generating experimental results — three-dimensional flow structures around a floating dike, explicitly motivated by water diversion projects (Huang et al. 2023). Established None of this is about whether the canal can be dug.
Frontier Donor-recipient drought correlation is the most under-rated risk in the subject. Every transfer scheme assumes the donor basin has water in the year the recipient most needs it. That is a statement about the joint distribution of two basins’ flows, and it is testable: the statistical machinery exists in the form of copula methods for donor-recipient dependence, which have a formal treatment in the water resources engineering literature. Speculative It appears not to have been applied at scheme scale to any proposed continental transfer. Speculative The direction of the worry is specific: under climate change, large-scale circulation modes tend to increase the spatial coherence of drought, which would erode transfer reliability precisely in the years the transfer exists to cover. Handwave If that holds, continental transfer has a failure mode that is anti-correlated with its purpose, and nobody has measured it.
Frontier Is “surplus” a real category? The plans classify basins as surplus or deficit from historical gauge records. A basin’s apparent surplus is frequently the environmental flow sustaining its delta, its fishery and its groundwater recharge. Speculative Whether any large transfer has been appraised against a properly specified environmental flow requirement is doubtful, and the one built case now spends about 2.04 billion m³/yr on ecological replenishment at the receiving end (Li, Tian & Yin 2026) — which is the same accounting problem arriving from the other direction.
Frontier Ecological compensation has become a project impact category. The Eastern Route’s environmental assessment characterises impacts as falling mainly in the aspects of soil, ecological compensation, hydrology and meteorology (Bao 2021). Frontier That is a quietly significant framing: the compensation obligation itself is treated as a project burden rather than as the remedy for one. Speculative If compensation is an impact, the appraisal boundary has moved, and every historic scheme was costed on the old boundary.
Frontier Resettlement outcome research is now running a decade past construction. A 2024 study of a single receiving settlement, Yunyu New Village, identifies six factors needing renovation first, including winter insulation and water quality (Dong 2024). Established A population displaced by a water-supply megaproject had a water quality problem ten years later. Speculative One village is not a programme-level finding, and this brief does not present it as one — but it is the kind of measurement that megaproject appraisal has historically not commissioned at all.
Frontier Qattara is being re-proposed under a climate rationale. The scheme is live enough in 2026 to receive a dedicated chapter, Hydropower and New Lease on Life, in a book titled The Green Sahara. Speculative The rationale has migrated: what was a development-and-power scheme in 1957 is now argued as renewables-and-climate. Handwave That migration is itself the interesting datum, because it suggests these proposals do not die so much as wait for a new justification — and the justification, not the hydraulics, is the part that keeps changing.
Speculative The genuinely open scientific questions. Two, and both are white space rather than contested ground. First: no NAWAPA-scale transfer has ever been assessed in a modern earth-system model, despite the established result that regional climate response scales with transferred volume. Second: donor-recipient drought dependence under climate change is untested at scheme scale for any real proposal. Frontier Neither has been reached because the schemes never get far enough for anyone to fund the question.
4 · Technological bottlenecks
Established The workback plan to a built continental transfer scheme has nine links, and the binding ones are not technical. Take the target as a NAWAPA- or Sibaral-class transfer crossing at least one international border, constructed and operating. Established Link 1, demonstrate the civil works at sub-continental scale: closed. The South-to-North Water Diversion is the existence proof — TBM river crossing, bespoke geodetic datum, 0.25 m level control. Frontier Link 2, cold-climate conveyance: industrial, tractable, and systematically under-costed in the classic proposals, both of which were high-latitude schemes. Speculative Links 3 and 4, donor-basin reliability under climate change and the regional climate feedback at scale: genuine scientific unknowns, unreached because nothing gets that far.
Frontier Link 5 is where the subject changed, and it changed against transfer. The test is whether delivered water beats the alternatives on price. In 1964 the alternatives were groundwater and going without. Established Today the levelized cost of desalinated water is USD 0.5–2.0/m³, and the review that gives that band states its cause in the same sentence — the cost is that high due to the high energy consumption of up to 15 kWh/m³ in thermal processes (Belhadj, Rezzoug & Benmoussa 2026). Established That band comes with its assumption attached and must be quoted with it. Frontier But the strategic point survives any argument about the number: a coastal city can now buy water at a stated price from a plant it builds on its own territory, with no donor basin, no upstream sovereign and no ratification. Speculative Link 5 has quietly worsened since the schemes were drawn. Continental transfer did not lose an engineering argument; it lost a competitor that does not need anyone’s permission. Frontier Links 6 and 7 are the ones the built case failed. Link 6 asks the scheme to reduce rather than expand total withdrawal in the recipient basin — historically never achieved, because new supply without a binding enforced cap is absorbed by expanded demand. Frontier Link 7 asks that the price effect on end users not be perverse, and the one large built case failed exactly this test (Sheng, Tang & Webber 2020). Established Links 8 and 9 bind. A ratified international instrument with century-scale enforcement, and consent from the donor population. Established Both were named as the blocker in 1971 and neither has moved. Handwave Everything upstream of link 8 is solvable and mostly solved; the project dies at the border every time.
5 · Research dependencies
Frontier This brief waits on results other work would have to produce, and none of them is being produced for this subject. From hydrology: joint donor-recipient flow statistics under a non-stationary climate, which requires long paired records and a copula treatment nobody has run for a real scheme. Speculative From earth-system modelling: a continental-scale transfer experiment, since the established finding that climate response scales with transferred volume (Chen & Xie 2010) has never been evaluated at the volume the historic schemes proposed. Frontier From evaluation economics: replication of the price-and-consumption result (Sheng, Tang & Webber 2020) on a second built system, because a finding this consequential currently rests on one case in one country.
Frontier It also depends on things outside water science entirely. On the trajectory of desalination cost, which is a function of electricity price rather than membrane science and is treated in water infrastructure megaprojects. Established On aquifer accounting good enough to know what is actually being withdrawn: North African transboundary aquifers lost above 30 km³ (Northwestern Sahara) and around 50 km³ (Nubian Sandstone) over 2003–2016, with the second attributed to abstraction alone (Frappart et al. 2020) — a fossil resource being mined, in the exact region a transfer scheme would be asked to relieve. Speculative And on resettlement frameworks that communities will accept before construction rather than litigate after it.
Frontier There is a fourth dependency that is really a dependency on record-keeping. Established The costs, capacities and displacement totals for the one built scheme, and for every abandoned one, live in agency archives, ministry accounts and multilateral lending records rather than in the peer-reviewed literature. Speculative Until those are open and machine-readable, every assessment of this subject — including this one — is reasoning about megaprojects from the operations papers their engineers happened to publish. Handwave That is a strange evidentiary base for the largest structures humans have ever proposed, and it is the reason so much of the popular writing on abandoned megaprojects is confident and wrong.
6 · Required experiments
Speculative The decisive work here is observational, statistical and modelled — there is no bench experiment. Five specific measurements would move the subject, and each is cheap relative to any of the schemes.
Frontier One. Run a NAWAPA-scale transfer in a modern earth-system model. Report change in precipitation and surface temperature as a function of transferred volume, for the donor and recipient domains and for the teleconnected regions. The established scaling result (Chen & Xie 2010) makes this a well-posed experiment; the continental case has never been run. Speculative If the feedback is large, the scheme is climate engineering and should be governed as such.
Frontier Two. Compute donor-recipient joint drought return periods with copula methods for the actual basin pairs the historic schemes named — Yukon and Colorado, Ob and Amu Darya, Yangtze and Hai. Speculative The output is a single decision-relevant number: the probability the donor is in drought in a year the recipient is. Nobody appears to have produced it for any proposed scheme.
Frontier Three. Replicate the price-and-consumption evaluation. Measure residential and agricultural water price and consumption before and after delivery on a second built transfer, with matched controls. Established The one existing result found consumption fell because price rose; a single case cannot carry the weight the argument places on it.
Frontier Four. Audit the recipient basin’s total withdrawal, before and after. This is the Jevons test and it is the whole ballgame for whether transfer reduces depletion or merely funds expansion. Speculative It requires a metered withdrawal record in an agricultural basin, which is precisely the instrument that mostly does not exist.
Speculative Five. Price the outflanking. Nobody has formally analysed the claim this brief is built on — that coastal demand has migrated to desalination, leaving transfer schemes only the hard inland residual at high lift. Handwave The analysis is a straightforward spatial optimisation over demand centres, elevation, distance and delivered cost, and its absence from the literature is itself a finding about how little the abandoned-megaproject question has been studied economically.
Frontier A sixth, cheaper than all of them: read the archives. The 1964 Parsons proposal, the US Senate Select Committee on National Water Resources records, Micklin’s published work on Soviet water transfer, and the history-of-technology literature on Atlantropa would convert most of this brief’s causal accounts from reconstruction to citation. Established They were unreachable in the retrieval pass behind it. Speculative That is a documentary task, not a research one, and it would settle more of the subject than any model run.
7 · Engineering requirements
Established Nothing in the works is capability-limited. The requirement set is conventional and demanding: lined canals to limit seepage, tunnels through watershed divides, lift stations where gravity does not serve, siphons and aqueducts at river crossings, sediment management at every intake, and continuous active regulation along the whole length. Established The hardest single item in the built case — TBM tunnelling beneath a major river — has a dedicated maintenance literature (Yu 2011), which is what a solved problem looks like.
Established The under-costed items are operational rather than structural. Winter ice management adds pumped volume (Zhang, Lian & Zhao 2022), and both classic high-latitude proposals ignored it. Established Algal growth concentrates at canal curves (Zhu et al. 2019), so route geometry has a permanent water-quality cost. Established Level control across hundreds of kilometres is an active control problem with a 0.25 m tolerance (Wu, Li & Liu 2021), meaning the canal needs an operating organisation forever, not a maintenance budget. Frontier Diversion structures are still an experimental subject (Huang et al. 2023).
Speculative Lift is the term that decides whether any of this competes. The engineering question that actually separates transfer from desalination is cost per cubic metre per hundred kilometres per hundred metres of lift, and it is the number the classic proposals were vaguest about. Frontier NAWAPA required lifting captured northern runoff into the Rocky Mountain Trench; the energy for that lift is the scheme’s dominant operating cost and its price now competes directly against building a plant at the coast instead. Handwave No source read for this brief supplies a lift cost for any proposed scheme, which is remarkable given that it is the single figure the whole comparison turns on.
Frontier For Qattara specifically the dominant term is excavation. A canal or tunnel through hard rock from the Mediterranean is the cost, and it is the reason the scheme attracted the peaceful-nuclear-explosive excavation proposal that later came to define it in popular memory. Speculative Large-diameter TBM performance has advanced enormously since — the Yellow River crossing is the demonstration — so the excavation term is the one input to Qattara’s economics that has genuinely moved in the scheme’s favour. Handwave Whether it has moved far enough is not calculable from any source read for this brief.
8 · Adjacent technologies
The nearest neighbour is water infrastructure megaprojects, and the relationship is competitive rather than complementary: desalination is the substitute that took the coastal half of this brief’s market. Established Field-level irrigation efficiency, in future agriculture, is the other substitute — cheaper per unit delivered and less often funded, since agriculture is over 70% of withdrawals and the least price-exposed user.
Frontier Desert greening shares this brief’s counterfactual problem and its metric problem. Climate engineering is adjacent in an unexpected way: if regional climate response scales with transferred volume, a continental transfer is a deliberate climate intervention, and the governance frameworks being built for one should probably cover the other. Speculative Ocean engineering carries the terminal-lake and hypersaline-discharge problem that Qattara would create at a scale several orders above any desalination outfall.
Established Institutionally the subject sits with historical megaprojects and megaproject governance; the Qattara and NAWAPA episodes belong equally to Cold War science programs, which is where the nuclear-excavation proposals came from. Frontier High-latitude conveyance shares its failure modes with Arctic engineering, and the general problem of moving a commodity across a continent against political resistance is the same problem as energy corridors — where, notably, the transmission line has had rather more success crossing borders than the canal.
Speculative That last comparison is worth sitting with, because it is the closest thing the subject has to a controlled experiment. Frontier Electricity and water are both bulk commodities that people want moved from where they are abundant to where they are scarce, over continental distances, across sovereign boundaries. Established International transmission interconnection is routine; international water transfer is essentially non-existent. Speculative The difference is not physics and not capital cost. Handwave It is that a donor can sell electricity without giving up the generator, and cannot sell water without giving up the river — which is the whole institutional argument of this brief compressed into one sentence.
9 · Institutional requirements
Established The institutional requirement is the brief. Inter-basin transfer needs a donor basin to accept a permanent loss for someone else’s benefit, in perpetuity, across a boundary. Established The 1971 diagnosis names both halves — institutional constraints, and nationalist reaction to the proposals themselves (Laycock 1971). Frontier The second half is the one modern accounts underweight: the objection is not only that no instrument exists, but that the proposal generates opposition simply by existing, because it asks a population to reclassify its river as a continentally allocable commodity.
Speculative NAWAPA is the clean case. The beneficiary and the donor were different sovereigns, there was no treaty instrument capable of binding a century-scale transfer, and Canadian consent has if anything hardened since. Handwave The engineering was never seriously falsified because it was never seriously adjudicated — the scheme died in the space before assessment, which is a different death from failing one.
Established Federal systems with strong sub-national water rights find this hardest — India and the United States are the standing examples — because the donor basin has a veto-holder with standing. Frontier Centralised states find it easier, which is why the one built case is Chinese, and why the built case also carries the largest resettlement programme. Frontier Note what China’s own assessment does with that: ecological compensation appears as an impact category in the Eastern Route assessment (Bao 2021), i.e. the obligation to compensate is itself booked as a burden of the project.
Frontier Resettlement is the second binding institution and it does not end at construction. Receiving-village research a decade after commissioning still finds unresolved housing and water-quality deficiencies (Dong 2024). Speculative Any revival requires a compensation framework that commands local consent in advance, which is a harder standard than any of these schemes was designed against. Handwave The historical record contains no example of a continental-class transfer obtaining donor-population consent by referendum or legislative vote, and no proposal that seriously planned to seek it.
Speculative What an instrument capable of binding a donor basin would actually have to contain. A guaranteed minimum delivery over a horizon longer than any constitution has survived; a formula for reducing that delivery in drought years, agreed in advance, when the recipient is at its most desperate; compensation indexed to something that outlasts the currency; and a dispute mechanism whose rulings the donor will accept while its own farmers are short. Handwave No treaty in any domain does all four. Frontier The nearest analogues in transboundary river law are allocation agreements on rivers that already cross the border — a far weaker ask than diverting a river that does not.
10 · Ethical & societal considerations
Frontier Displacement is the immediate harm, and the honest finding is that it is not a one-time cost. The best-documented receiving settlement in the built case still had a water quality problem ten years on (Dong 2024). Established A population moved by a water-supply project, still short of good water, a decade later, is the sort of detail that appraisal documents do not contain and follow-up research does.
Frontier The price effect falls on the people the scheme was justified for. If transfer raises the delivered price such that residents use less water (Sheng, Tang & Webber 2020), the beneficiaries of the public investment are not the population named in the case for it. Speculative That is a distributional finding, not a technical one, and it is the strongest ethical objection in the subject because it is measured rather than anticipated.
Speculative Donor basins contain populations with no standing. Every one of these schemes was designed by the recipient. Atlantropa is the limiting case: its premise included European settlement of exposed Mediterranean seabed and of African land, a frankly colonial rationale that decolonisation destroyed more thoroughly than any engineering objection could have. Handwave A scheme whose purpose expires is a category of failure worth naming separately, because it cannot be revived by better technology.
Frontier And the Aral counterfactual cuts both ways. The northern river reversal was cancelled in 1986 and the Aral Sea died anyway, from existing Amu Darya and Syr Darya withdrawals.
