1 · Concept overview
An intercontinental rail system is a railway that crosses from one continental network to another without a break of mode. Only a handful of places on Earth make it geometrically plausible, and three of them have carried serious proposals for most of a century: the Bering Strait between Russia and Alaska, the Strait of Gibraltar between Spain and Morocco, and the Korea Strait between Japan and Korea. Each has been surveyed. Each has been engineered. Each has a bibliography. None exists.
This is an abandoned-megaproject brief, and it is written as one. The interesting question is not whether a tunnel can be driven under any of these straits — on the evidence, probably yes in two cases and possibly in the third — but why three programmes with government sponsorship, international study machinery and competent engineering behind them all stopped in the same place. The answer this brief argues is that they never reached the engineering. They failed an earlier, cruder test, and they failed it identically.
That test is the one every built fixed link passed trivially: a large flow already crosses this water by some other mode, and it is paying a transhipment penalty it would rather not pay. The Channel Tunnel did not create cross-Channel traffic; it substituted for ferries carrying it. Neither Bering, nor Gibraltar, nor Tsushima has ever shown such a flow. The evidence for that claim is unusual and is the spine of what follows: it is visible in the shape of each project's own literature, without opening a single one of the papers.
What the brief covers. What was proposed at each crossing, by whom, how far it got and what stopped it; the built links that serve as the control group; the Eurasian land corridors that do carry freight and the subsidy that carries them; the vacuum-tube and submerged-floating proposals that claim to supersede the problem; and a workback plan whose first step costs almost nothing and may terminate the exercise honestly. One note on sourcing, because it governs the prose. The research behind this brief obtained publisher-deposited abstracts for twelve of its fifty-eight core records and bibliographic records only for the other forty-six. No cost, length or volume figure appears below that could not be read.
2 · Current scientific position
Established Every fixed link that got built joins two halves of an economy that was already integrated across the water. The Channel Tunnel's engineering record sits in the Institution of Civil Engineers' Channel Tunnel transport system volume of 1996, including a contemporaneous regional road-traffic prediction paper by Dick — the correct primary document against which to score the forecast, and one nobody appears to have scored it against. Established The Storebælt Eastern Railway Tunnel has a designers' construction review in the Strait Crossings 1994 proceedings, and the Gotthard Base Tunnel has both a construction paper in Tunnelling and Underground Space Technology and an engineering summary in its opening year. Established Norway has built more subsea road tunnels than anyone and published the practice, including its transfer into young Icelandic basalt. Established This brief prints none of these projects' costs, lengths, fatalities or traffic. Those figures live in agency reports and operator accounts that were unreachable for the underlying research, and repeating them from memory is exactly the failure mode the rest of this brief is about.
Frontier What the built links share is not a technology. It is a demand condition. Dover–Calais, the Danish belts, the Alpine transit axis and the Norwegian fjord crossings were all dense, established, priced flows before anyone proposed a tunnel. The link removed a transhipment step from traffic that already existed. Speculative None of them created a market, and the three unbuilt crossings all propose to. That is the whole of the difference, and the rest of this section is the evidence that the three unbuilt cases have never established the condition, in each case by a different route and with a different alibi.
Established The Bering Strait crossing has an engineering literature consisting of two 1993 papers and one 1994 conference paper, and nothing serious since. The two are “Intercontinental Railroad and Tunnel Through the Bering Strait” in Soil Mechanics and Foundation Engineering and Kudoyarov's “Problems of constructing an intercontinental railroad and tunnel under the Bering Strait” in Hydrotechnical Construction, both from the Russian hydrotechnical tradition, both 1993. Established The third is Koumal and Einstein, “Crossing the Bering Strait to open up the northern treasure chest,” presented at the Strait Crossings 1994 conference; Herbert Einstein is an MIT geotechnical engineer of standing and George Koumal led the Interhemispheric Bering Strait Tunnel and Railroad Group. Established A search of the bibliographic record for this brief found no substantial peer-reviewed engineering treatment after the early 1990s. Frontier What exists after 2000 is geopolitical commentary and an encyclopaedia entry — “Bering Strait, Eurasia-America Transport Link” in The Eastern Arctic Seas Encyclopedia (2016) — not design. The proposal has not been engineered in three decades. It has been discussed.
Established And the primary sources do not make a transit argument. They make a mining argument. Koumal and Einstein put it in their title: the northern treasure chest. Established Erdem's 2014 conference paper on the geopolitical implications of the crossing states in its abstract that a tunnel and rail network could open vast areas of Siberia containing mineral deposits necessary for global economic growth, and create development corridors in underdeveloped Russian regions. Frontier That reframes the entire assessment. A resource-access railway competes against bulk shipping out of Arctic ports, not against container shipping across the Pacific, and it loses that comparison on cost per tonne-kilometre for very nearly every commodity anyone has proposed moving. Frontier It also relocates the project: the crossing is a small minority of a scheme whose bulk is thousands of kilometres of new heavy rail through permafrost on both sides, with no intermediate traffic to amortise it. Speculative The correct statement is that the Bering Strait crossing is not a strait-crossing problem at all. It is a northern-corridor problem with a tunnel at the end, and it should be assessed as one — see Northern Development Corridors, where the question of whether an approach railway can pay for itself on intermediate traffic is the governing one. Frontier The strait's width and depth are commonly given as modest by fixed-link standards; this brief could not source either figure and states neither.
Established Gibraltar's record has the opposite shape, and the shape is the finding. A Spain–Morocco bilateral framework dates to 1979, per El Jilali's 2026 study of the project's legal architecture in the Revue Marocaine de Droit, d'Economie et de Gestion. Established In 1988 a dedicated First International Workshop on the Geodesy for the Europe-Africa Fixed Link Feasibility Studies was convened and reported in Bulletin Géodésique. Established In 1990 the core engineering statement appeared in Tunnelling and Underground Space Technology as “The fixed link: Europe-Africa through the strait of Gibraltar.” Established Then the engineering stops, and what continues is institutional: Notes by the United Nations Secretary-General on the Europe-Africa Permanent Link appear in the International Organizations and the Law of the Sea documentary yearbooks covering 1991, 1993–1994 and 1999, and an ECOSOC resolution on the project is recorded in the 1993 volume. Frontier A dedicated international geodesy workshop is not a hobbyist activity and an ECOSOC resolution is not a press release; this was a real, funded, binational programme with a multilateral track. Frontier It is also a programme whose lawyers have now outlived its engineers by thirty-six years. A file that generates legal scholarship in 2026 and produced its last tunnelling paper in 1990 has not been closed for technical reasons.
Frontier Japan–Korea has moved from feasibility to genealogy, which is what a field does when it has stopped believing in the object. There is a substantial Korean economics literature: Park's 2007 analysis of logistics-course change from an undersea tunnel and his 2008 economic-potential impact analysis, both in the Journal of Korean Navigation and Port Research, and Seo's 2019 study of Korean logistics strategy and Northeast Asian logistics cooperation. Established The recent literature is a different discipline. Lee's 2023 paper in the Korean Journal of Political Science is on perceptions and challenges; Woo's 2025 papers are titled “For Whom should We Connect the Sea?: Reconstruction of the Historical Controversy over the Validity of the Korea-Japan Undersea Tunnel Project” and a study of the historical origins of the initiative in the discourses of maritime mobility in Northeast Asia. Frontier Five words of one title carry the argument: the beneficiary is disputed between the two parties. Speculative That is the structural difference from Gibraltar, where both states agree about who benefits and disagree about the consequences. Established The construction experience is not in doubt: Sasa and Tonosaki published on the Seikan tunnel's drilling core in the Geographical Review of Japan in 1970, and Yoshikawa on geological surveys of the Shin-Kanmon undersea section in 1975. Frontier The proposed length is commonly quoted at roughly two hundred kilometres; that figure could not be sourced for this brief and is not stated here as fact.
Established Meanwhile the land corridors that actually operate are organised around a gauge break and financed by a subsidy. Abramović and Šugić, analysing container-train organisation between China and the European Union, identify different track gauges causing loading limits and loading-gauge issues as the organising constraint. Established Feng, Zhang, Liu and Fan, modelling China Railway Express subsidy as a game in Sustainability (2020), report a modelled optimal subsidy of between USD 2,000 and USD 2,500 per forty-foot equivalent unit. Frontier That is a very large fraction of a container's total transport cost, and it is the single most decision-relevant number in the entire Belt and Road rail discussion. It is almost never quoted alongside the volume figures it explains. Established Three separate recent studies by overlapping author groups model what happens when the subsidy is withdrawn — a sequential game analysis in Transportation Safety and Environment, a strategy-evolution simulation in Mathematics, and a subsidy-design paper by Xie and colleagues in Transport Policy incorporating revenue loss and congestion cost. Frontier A research community models subsidy withdrawal when it expects subsidy withdrawal.
Established The corridor's binding constraint is now political rather than commercial. Sun and Tomanek's 2026 case study of the Xi'an terminal states that geopolitical tensions and sanctions linked to the Russo-Ukrainian War have constrained the service's development. Established The World Bank's 2020 study of the Trans-Caucasus Transit Corridor documents the alternative that inherited traffic when the northern route became politically difficult. Established Gong and Li's 2022 Transport Policy paper sets the correct comparator by examining subsidy and emission-control coverage under competition and cooperation between the China-Europe Railway Express and liner shipping. Frontier That is where the cargo comes from and where it goes back to; the frequent comparison against air freight flatters rail by choosing the wrong incumbent. Frontier On the Trans-Asian Railway itself — the UNESCAP network agreement, its missing links and its gauge-break locations — this brief has nothing. The agency source was unreachable for the underlying research and no status claim is made. What would settle it is the UNESCAP secretariat's own current network status report.
Frontier The reference class that would let anyone forecast a fixed link honestly does not exist, and the fragment that does exist is small and Danish. Skamris and Flyvbjerg, in Transportation Research Record 1518 (1996), examined Danish bridge and tunnel projects and reported that construction costs tend to be underestimated and traffic overestimated, with cost overruns of 50 to 100 per cent common and traffic forecasts off by 20 to 60 per cent. Read the scope before quoting it: Danish, bridges and tunnels, mid-1990s. Frontier Roughly two dozen major fixed links exist worldwide — enough for a proper reference class, and nobody has assembled one. Established The canonical traffic-forecast paper in this literature, Flyvbjerg, Skamris Holm and Buhl's Inaccuracy in Traffic Forecasts, Transport Reviews 26(1) 2006, is formally retracted and has been since 21 February 2012; Megaproject Governance carries the full treatment and this brief defers to it. Frontier The point for present purposes is narrow: a project class with no assembled reference class, whose most-cited forecasting result travels on a withdrawn citation, is not in a position to tell you what any of these three crossings would cost.
3 · Frontier questions
Frontier The most consequential live result in this topic is a retrospective, not a proposal. Wallimann, von Arx and Hesse's 2025 working paper estimates the causal effect of the Gotthard Base Tunnel on road use. Established That is the first credible attempt to answer whether the largest fixed link of the century did the thing it was built to do, and it is being asked nine years after the tunnel opened. Frontier Modal shift is the entire justification for Alpine base tunnelling and the answer was not previously known. Any brief in this cluster that assumes fixed links reliably deliver their promised shift is assuming something that has only now begun to be measured.
Frontier The Gibraltar file is legally live while engineeringly dormant, and that combination is rare enough to be informative. El Jilali's 2026 paper examines the legal dimensions of the permanent link and the related bilateral agreements from 1979. Speculative A binational instrument that survives four decades without producing a construction decision is either a genuine option being held open at low cost, or an institutional artefact that persists because nobody is charged with closing it. Speculative Distinguishing the two is straightforward in principle — look for a live budget line and a current work programme — and this brief could not do it, because the relevant documents are held by the two governments' joint study companies.
Frontier Vacuum-tube transport is where the exotic proposals in this topic now cluster, and its research frontier has moved to the parts that decide it. Seo, Cho, Ryu and Lee published an experimental study of pressure waves at branched tubes in the Journal of Wind Engineering and Industrial Aerodynamics in 2024. Frontier Branching is not a detail; it is what makes a tube a network rather than a point-to-point shuttle, and it is where any capacity argument is decided. Established Polovyi and Redchyts computed aerodynamic and thermal loads on a capsule in a partly evacuated tube in 2019 and report formation of local supersonic zones and shock waves during transonic movement. Frontier Their deposited abstract also carries a surface-temperature range spanning more than an order of magnitude, presented with a range separator that suggests transcription damage or two collapsed load cases; this brief does not print it, and neither should anyone else without reading the paper.
Established Two 2023–2024 documents tell you more about the regime than any test track has. Nishimoto and Kezirian published safety requirements for hyperloop systems in the Journal of Space Safety Engineering, deriving them from NASA human spaceflight practice. Frontier A sealed pressure vessel carrying people through a near-vacuum is, from a certification standpoint, closer to spaceflight than to rail — and that is a statement about cost per passenger-kilometre, not only about risk. Established BSI British Standards published on hyperloop transport services in 2024, which means the standardisation process reached document stage regardless of the commercial state of the developers. Frontier Read it for what a standards body believes is currently specifiable, which is the cheapest available reality check on the concept.
Established The capacity question is settled by a number almost nobody quotes. Almujibah's 2023 cost-optimisation study in Processes evaluates capsules of 28, 40 and 50 seats, with total annual cost between EUR 5.5 million and EUR 6.2 million depending on configuration. Frontier Tube capacity is vehicles per hour multiplied by seats per vehicle; the second term is held low by pressure-vessel mass, so everything depends on headway, and headway in a sealed tube is bounded by emergency braking and evacuation under a safety case drawn from spaceflight. Speculative Pellicer and Larrodé's 2023 preprint on a high-speed freight vehicle in a vacuum tube presents a numerical model for cargo capacity and energy efficiency, and it sidesteps the hardest constraints entirely: no occupants means no evacuation case and a far cheaper certification path. Speculative If evacuated-tube transport has a viable form, it is freight, and the passenger framing has probably been an error throughout.
Speculative The most interesting convergence in the topic is Janić's subaqueous evacuated tube. His 2025 chapter in Automated, Faster and Greener Transport Systems treats a vacuum tube as an intercontinental fixed link. Speculative The attraction is real: a neutrally buoyant submerged tube avoids the deep flysch that stalls Gibraltar and the permafrost approaches that dominate Bering. Handwave The problem is that it compounds every unresolved question about evacuated tubes with every unresolved question about submerged floating tunnels — mooring dynamics, wave and current loading, and seismic response, all of which have a continuous engineering literature going back to the 1994 strait-crossings proceedings and none of which has ever been tested by building one. Established The demonstrated length of submerged floating tunnel in the world is zero.
4 · Technological bottlenecks
Frontier The workback plan for a built intercontinental fixed link has nine links and the first one costs a fortnight. They are stated in order, with the binding one named, because the ordering is the content.
Frontier 1. Establish that a pre-existing cross-strait flow exists. Current tonnage and passenger volume across Bering, Gibraltar and Tsushima, by every mode, set against the throughput needed to amortise a link. This has never been assembled. It is a morning's work with trade and port statistics, it is the single most decisive number in the topic, and it may terminate the exercise honestly — which is a result, not a failure. Speculative The prior held by the research behind this brief is that all three crossings fail it.
Frontier 2. Build the fixed-link reference class. Forecast against outturn, for cost and for traffic, across roughly two dozen major fixed links. The method is proven on a small Danish sample and has never been extended. Frontier 3. Resolve the approach-network question. For Bering: does the Siberian and Alaskan approach railway pay for itself on intermediate traffic alone? Until that is answered the crossing cannot advance, and it is not a question about the strait. Frontier 4. Resolve the deep-flysch tunnelling question. For Gibraltar: a boring solution at depth with a bounded water-inflow risk. This is the one place in the whole topic where a genuine engineering advance moves a project. Frontier 5. Resolve the beneficiary question. For Japan–Korea: a bilateral framework that survives a change of government in Seoul. The Korean literature has already concluded this is the binding issue, which is why it is now writing history rather than feasibility studies.
Speculative 6. Demonstrate a submerged floating tunnel at all. One, at least five kilometres, in service, in sheltered water. This is the prerequisite for every argument that a new technology changes the answer, and it currently stands at zero. Frontier 7. Price the through-rail transhipment saving. A shadow price per container for avoiding a break of mode, at the relevant volume. The same missing number governs gauge conversion across Eurasia. Frontier 8. Assemble a fifty-year bilateral institutional vehicle with financing authority that survives both parties' electoral cycles. Gibraltar has one; Bering and Japan–Korea do not. Frontier 9. Close financing without recourse to a single state's budget on a link with no pre-existing traffic. The Channel Tunnel is the precedent and its financial history is the warning.
Speculative Which link binds: the first, and it is not close. Every one of these projects has been argued as an engineering problem and financed as a political problem, and none has passed the elementary demand test. Frontier The secondary binding link is the sixth, for any proposal that depends on a fixed-link technology whose demonstrated length is zero.
5 · Research dependencies
Frontier This brief formally depends on Megaproject Governance, and the dependency is not decorative. Every crossing here would be approved on a forecast, delivered across a decade or more, and judged by people who did not approve it. Established The appraisal machinery that would decide any of them is the subject of that brief, including the retraction that sits under its most-cited forecasting result. Frontier Nothing in this topic can be assessed honestly without it.
Frontier The Bering case depends on a result that belongs to a different brief entirely. Whether an Arctic approach railway can be justified on intermediate resource traffic is a northern-corridor question, and it is settled in Northern Development Corridors or not at all. Frontier The permafrost construction and maintenance cost premium — the multiplier for discontinuous against continuous permafrost — is a specific number that topic needs and this one inherits; see also Arctic Engineering.
Frontier The corridor half depends on maritime economics rather than on rail. Whether China–Europe rail freight survives its subsidy is a question about liner shipping's cost under a tightening emission-control regime, which is assessed in Future Ports and Shipping. Speculative A sufficiently strict maritime carbon regime changes rail's relative position without any change in rail's costs, which is the only mechanism on the table that improves corridor economics without anyone spending money on railways.
Frontier And the whole topic depends on a comparator discipline it rarely applies. The correct benchmark for a new link is the improved version of the incumbent, not today's incumbent — the improved ferry, the larger container ship, the cheaper aircraft — a rule developed at length in Continental Transportation Systems. Established It was argued at the 1994 strait-crossings conference itself, by Nordal, under the title “High speed light craft, an alternative mode of strait crossings?”
6 · Required experiments
Frontier The cross-strait flow census. For each of the three crossings, assemble current annual tonnage and passenger movements by ferry, by short-sea shipping, by air and by any land detour, split by direction and by commodity value class. The data exist in customs, port and civil-aviation statistics. Speculative The output is a single ratio per crossing: existing flow against the throughput a link would need. Nobody has published it, and it decides everything downstream.
Frontier The fixed-link reference class. Compile, for every major fixed link built since 1960, the approved cost estimate with its price base and scope, the outturn, the opening-year traffic forecast and the realised traffic in years one, five and ten. Established The Channel Tunnel case can be scored against a named contemporaneous document — Dick's regional traffic prediction paper in the 1996 ICE volume — rather than against recollection. Frontier Twenty-four observations is a thin class but it is twenty-four more than exist now.
Frontier The transhipment shadow price. Measure, at real terminals, the full cost of a break of mode or gauge per container: dwell, handling, damage, capital tied up, and the option value of not scheduling around it. Speculative This number determines whether Ukraine's gauge conversion into the European network is worth billions, whether a Gibraltar link beats a ferry, and whether a Bering link beats a port. It is computable and appears not to have been computed.
Speculative The five-kilometre submerged floating tunnel. Build one, in sheltered water, and instrument it for mooring load, current-induced vibration and seismic response over a decade. Frontier Every argument that new technology rescues an intercontinental link runs through this demonstration, and the whole class currently has a service record of nothing.
Frontier The instrumented tube kilometre. Build one kilometre of vacuum-tight, thermally cycling, precisely aligned tube at production tolerances and measure two things for two years: capital cost per kilometre against high-speed-rail viaduct cost per kilometre, and leak rate per joint. Speculative Those two numbers jointly decide evacuated-tube transport, and neither has a credible published value. Frontier The aerodynamics, which is what gets argued, is comparatively well characterised and is not the hinge.
7 · Engineering requirements
Frontier Depth, not length, is the discriminating variable at Gibraltar. The narrow alignment is too deep for conventional practice and the shallower alignment is longer and passes through flysch — a weak, water-bearing, structurally awkward sequence. Established The depth frontier was posed explicitly in 1994, when Beitnes asked in the Strait Crossings proceedings whether a subsea tunnel down to 630 metres below sea level was feasible for a proposed Norwegian crossing. Frontier That question is the same question Gibraltar turns on, it was open then, and this brief found no evidence it has been closed since. Frontier The specific depths and lengths of the studied Gibraltar alignments could not be sourced here and are not stated.
Frontier At Bering the engineering that matters is not marine. It is permafrost railway construction and maintenance across two continental approaches, in a thermal regime that is itself changing. Established The crossing is the cheap part of an expensive scheme, which is the opposite of how it is usually presented.
Frontier At Japan–Korea the engineering problem is scale, not novelty. A crossing there is a scaled-up Seikan: the same problem class, extended by a factor that makes ventilation, evacuation and construction logistics genuinely hard without making them unprecedented in kind. Established Japan has the relevant experience and published it decades before it built anything — the Seikan drilling-core paper is from 1970 and the Shin-Kanmon survey paper from 1975. Frontier Two-decade intervals from investigation to opening are normal for this asset class, and are a financing and political-durability problem rather than evidence of infeasibility.
Speculative For the exotic classes the engineering requirement is a demonstrator, not an analysis. A submerged floating tunnel must hold station against wave and current loading and survive vertically impinging seismic waves — all three problems have 1994-vintage numerical treatments in the strait-crossings literature and none has a built referent. Handwave An evacuated tube adds a pressure vessel thousands of kilometres long that must hold alignment through thermal cycling and ground motion while leaking slowly enough to be pumped economically. Frontier That is a structural-engineering cost question and a manufacturing-tolerance question, and neither is an aerodynamics question.
8 · Adjacent technologies
Established Norwegian subsea tunnelling is the practical adjacency and the most underused one. Norway has built more subsea road tunnels than any other country and published the method, including its transfer into young basaltic rock in Iceland. Frontier It is also the country whose own appraisal community was publishing on the fragility of fixed-link cost–benefit assumptions in 1994, in Braathen, Nesset and Hervik's paper on critical assumptions in Norwegian cost–benefit analyses. Speculative The country with the most fixed links produced the most sceptical appraisal literature, which is not a coincidence.
Established Submerged floating tunnel research is a sustained programme rather than a fringe idea. The 1994 proceedings alone carry Watanabe and colleagues on bridges with submerged floating foundations, Kunisu and colleagues on wave force and dynamic response, and Morita and colleagues on seismic response — and the Messina Strait crossing has both a land-sea junction geotechnical literature and a submerged-floating-tunnel proposal in the same volume. Frontier Messina is the European fixed link with the longest continuous history of being proposed, engineered and not built, which makes it the closest available analogue to all three crossings in this brief.
Frontier Maritime liner shipping is the adjacency that decides the corridor half, and emission-control regulation is the variable inside it. Speculative A tightening maritime carbon regime is the only mechanism currently on the table that improves rail's competitive position without anyone spending anything on railways, which makes shipping regulation a more important input to Eurasian rail policy than most rail policy is. Established Border and customs management is the second adjacency: a corridor is a legal object as much as a physical one, and the gauge break is only the visible half of its friction. Frontier Geodesy is the third and least expected — the Gibraltar programme convened a dedicated international workshop on the geodetic control for its feasibility studies, a reminder that a binational tunnel is first a surveying problem in two national reference frames.
Speculative Maglev suspension, high-speed light craft, permafrost geotechnics and standards-body work on novel transport services complete the set. Frontier The Trans-Himalayan railway is a useful control case from outside this brief's three: Bhattarai's 2022 analysis names geopolitical, political, bureaucratic, economic and environmental obstacles, and engineering is not among the five. That a fourth transcontinental proposal, in another region under another sponsor, fails on the same non-engineering axes is weak evidence that the pattern belongs to the class rather than to any one project.
9 · Institutional requirements
Established Gibraltar is the only one of the three with a durable institutional vehicle, and it is the only one still legally alive. A 1979 bilateral framework, a binational study programme, a United Nations Secretary-General reporting track spanning at least a decade of yearbook volumes, and an ECOSOC resolution. Frontier That machinery is the reason the file has never closed, and it is also the reason the file has never had to produce anything. Speculative An institution that reports on studies is stable; an institution that must decide is not.
Frontier Bering requires something no one has built: a fifty-year cooperative commitment between Russia and the United States. The last serious geopolitical treatment of the crossing was published in 2014, and no substantial engineering treatment has appeared since the early 1990s. Established There is no bilateral body, no joint study company, and no financing instrument. Frontier The deflationary reading is stronger, and this brief holds it. The absence of intercontinental fixed links is not a failure of ambition, engineering or finance. It is a measurement. Every one of these straits has been crossable by ferry for a century, and the flows that crossed have never grown large enough to make removing the transhipment step worth a tunnel. Speculative The world's economic geography has organised itself around ships, and ships got cheaper faster than tunnels did.

Frontier A brief that treats Bering as a tunnel problem has already made the field's standard error. The correct object of assessment is a northern corridor with a tunnel at the end.
Established “Nobody has thought seriously about crossing the Bering Strait.” Two 1993 papers in Russian engineering journals and a 1994 international conference paper co-authored by an MIT geotechnical professor say otherwise. Handwave And the fringe, clearly labelled. There is a published proposal — Anguita, in a management journal, 2016 — for a dam-bridge across the Strait of Gibraltar that would also regulate the level of the Mediterranean. Handwave It is a descendant of the interwar Atlantropa scheme, it is in the peer-reviewed record, and it is included here as a specimen of the genre rather than as a live option. Speculative The genre matters, though. Every one of these crossings attracts proposals whose scale is their argument, and the reason they keep arriving is that the serious versions never generated a demand case strong enough to crowd them out.
